What sort of images can I use for my webcam?
Anything - that is the beauty of webcams. If you find a funny picture online, you can't put it in your gallery as it's violating the rules, but the webcam feature is the exception to dA gallery rules. Basically, it's the place to show off pictures you may or may not have created.

What makes the best webcam?
Like I said, you can upload anything to your webcam, but usually the best webcams are funny webcams. You have no idea how often I've gone to a deviant's page and their comments section is filled with comments such as, "OMG! YOUR WEBCAM MADE ME ROFL!" and "LMFAO. DUDE, YOUR WEBCAM!"

Alternatively, you can use your webcam to show off pictures of yourself and change them when you want without deviants being alerted. If you upload pictures of yourself too often (excluding stock of yourself), your watchers might accuse you of being a 'camera whore'. Containing pictures of yourself in your webcam will get rid of these accusations as your watchers aren't alerted when your webcam is changed.

My favourite artist on dA uploaded an AWESOME picture. Can I use that as my webcam?
There's nothing stopping you, but I REALLY wouldn't recommend it. If you truly supported an artist, you would want people to appreciate the art at the artist's page. Instead, why not link to the deviation in your journal and ask your friends/watchers to check it out?

Alternatively, if you have a deviantART subscription, start a collection of that artist's best work and feature it on your page using the Collections module.

Please note: I really wouldn't recommend using other artist's pictures as your webcam, but if the artist makes the image especially for you (like in my current webcam), there's no harm in featuring it in your webcam. I would recommend using your webcam for external images, such as images found on websites like Lolcats.
